GH¢12bn Arrears Hinder Education Delivery in Ghana

Persistent underfunding of the education sector and a GH₵12 billion debt owed to the Ministry of Education are negatively impacting learning outcomes, according to former Deputy Minister of Education, Rev. John Ntim Fordjour.

Speaking on Asempa FM’s Ekosii Sen, Rev. Fordjour argued that the education sector’s performance is hampered by delayed financial commitments, including outstanding teacher allowances.

“The best course of action is that funding must be released to the Ministry of Education to drive outcomes in our education system. Teachers should also be paid their allowances,” he stressed.

Rev. Fordjour further insisted that the government should prioritize collaboration with teachers, recognizing their crucial role in delivering quality education, rather than attributing declining academic performance to them.

“The government should work with teachers instead of blaming them for students’ poor performance. Rather than assigning blame, the focus should be on motivating teachers to help students succeed,” he said.

He also advocated for stronger partnerships between the government and mission schools, highlighting their consistent record of producing top-performing students nationwide.

“The government should also build positive partnerships with mission schools because they often have the highest‑performing students,” he added.
