Johann Rupert’s Quiet Land Reform Transforms 24,000 South African Homes

South African billionaire Johann Rupert has quietly funded a land reform programme that has enabled more than 24,000 citizens to obtain title deeds for their homes, transforming long‑time council tenants into property owners with assets they can sell, bequeath or leverage for credit. The initiative, known as Khaya Lam – Zulu for “My Home” – was launched in 2010 by the Free Market Foundation to help residents of apartheid‑era township housing convert municipal leaseholds into freehold ownership. While South African law permits such transfers, the associated legal costs have remained prohibitive for many households. Khaya Lam bridges that gap by raising private financing to cover conveyancing fees and coordinating with municipalities and attorneys to complete the process.

Rupert, the country’s second‑richest individual with an estimated net worth of $10.2 billion, is the programme’s largest donor. A substantial contribution he made in 2019 accelerated the effort, and most of the title transfers have occurred since then. The Rupert family has directed much of its support to communities in the Western Cape and parts of the Free State.

The programme transferred its first 100 title deeds in 2013 and crossed the 10,000‑mark in 2023. By July 2026 the figure had risen to over 24,000. For beneficiaries, the impact extends beyond the security of homeownership. A title deed confers the legal right to sell the property, pass it on to heirs, or use it as collateral for loans – turning a residence into a wealth‑generating asset. The Free Market Foundation estimates that between five million and seven million South Africans still reside in council‑owned homes without legal title, underscoring the scale of the challenge that remains.

Although Rupert seldom discusses his involvement publicly, advocates say Khaya Lam illustrates how private capital can complement state‑led land reform, expanding property ownership and unlocking economic opportunity for historically disadvantaged communities.
