PMI Ghana Pushes for Project Management Law After Accra-Tema Motorway Review

The Project Management Institute (PMI), Ghana Chapter, is once again calling for a Project Management Act to be passed into law. This, they believe, will significantly improve governance, accountability, and value for money in the delivery of public infrastructure projects.

The call follows a recent professional site visit by PMI Ghana members to the ongoing Accra – Tema Motorway and Extensions Project. The visit formed part of the Institute’s Project Site Tour Programme, designed to promote professional and standardized project management practices in national development.

The Accra – Tema Motorway project aims to alleviate congestion, enhance road safety, and improve overall mobility along the crucial Accra-Tema corridor. Maripoma Enterprises Limited, a Ghanaian-owned construction firm, is executing the project in partnership with Associated Consultants, who are handling design review, construction supervision, and the delivery of Section One – from the Tema Roundabout to the Tetteh Quarshie Interchange.

During the tour, PMI Ghana members engaged with the project team, receiving detailed briefings from Site Engineer, Ing. Emmanuel Tetteh, and Project Manager, Ing. Ben Sackey. Discussions covered critical aspects of project execution, including scope definition, schedule management, cost control, quality assurance, risk mitigation, and stakeholder coordination.

The interaction allowed for professional dialogue and peer review, ensuring the project aligns with internationally recognized project management standards. PMI Ghana President, Frank Owusu-Asamoah, emphasized the importance of professional project management as a key governance framework for public investments.

“Professional project management provides the structure, discipline, and accountability required to ensure that public infrastructure delivers sustainable value,” Owusu-Asamoah stated. “Its consistent application is essential to improving project outcomes and strengthening public confidence.”

PMI Ghana is advocating for legislation that would institutionalize professional standards across all government projects. The Institute believes a Project Management Act would foster standardized methodologies, enhance professional accountability, promote transparency, and ensure performance-based delivery within the public sector.

To support their argument, PMI Ghana pointed to international examples like the United States’ Program Management Improvement and Accountability Act (PMIAA), demonstrating how legislative frameworks can bolster project oversight and performance.

The site visit highlights PMI Ghana’s commitment to partnering with government, development organizations, and the private sector to improve project delivery through advocacy, engagement, and capacity building. As Ghana continues to invest heavily in infrastructure, PMI Ghana believes these reforms are vital to ensure projects are well-managed, efficiently completed, and contribute to national development goals.
