Critics warn that the bill’s sweeping scope — including licensing requirements and professional certification regimes — could erect barriers for startups, software developers, freelancers, and young innovators who have powered Ghana’s growing tech sector largely without heavy-handed state intervention.

Supporters counter that stronger regulation is overdue. They argue that professionalism, accountability, cybersecurity oversight, and consumer protection in the digital space all require a robust regulatory framework. The debate echoes broader questions about Africa’s AI and technology ambitions — whether governments can regulate emerging sectors without strangling the innovation that drives them.

Among those expected on the panel are Communications Minister Samuel Nartey George, Acting NITA Director-General Ing. Dr. Mark-Oliver Kevor, and technology consultant Derek Laryea. Their exchange will likely centre on whether concentrating broad regulatory authority in a single agency risks stifling competition, entrepreneurship, and digital freedoms.

Xenophobia in South Africa and Ghana’s Response

The programme will also examine Ghana’s decision to evacuate approximately 300 citizens from South Africa following renewed xenophobic attacks against foreign nationals. More evacuees are expected to return in the coming days, and the panel will assess whether the evacuation was a necessary protective measure or an overreaction that could complicate diplomatic relations.

Ghana’s High Commissioner to South Africa, Benjamin Kofi Quashie, is expected to join the discussion. The issue has generated intense debate, with questions mounting about what lessons Ghana should draw from the broader pattern of anti-foreigner sentiment on the continent. There are also growing calls for comprehensive reintegration support for returnees, including medical screening and psychological counselling.

African Games Audit Under Scrutiny

The third major topic concerns allegations of financial malfeasance amounting to approximately €580 million surrounding Ghana’s hosting of the 13th African Games. Questions about procurement processes, contract awards, infrastructure costs, and overall financial management have persisted since the continental sporting event concluded, fuelling calls for transparency and accountability.

The panel is expected to assess whether claims of financial impropriety are substantiated or exaggerated, while examining whether Ghana achieved value for money from the Games. The discussion will be closely watched given the sums involved and the public interest in ensuring that taxpayer funds were properly accounted for.
