The Ministry of Communications, Digital Technology and Innovation (MoCDTI) has successfully completed a Mid-Term Review (MTR) of the Ghana Digital Acceleration Project (GDAP), undertaken in collaboration with the World Bank and the Ministry of Finance.
The intensive review mission, which spanned from December 1st to 9th, 2025, brought together key stakeholders to assess the project’s progress and identify areas for improvement.
Led by World Bank Task Team Leader, Mr. Stephen Davenport, and Senior Specialist Natalija Gelvanovska-Garcia, the mission included representatives from the GDAP Project Coordination Unit (PCU), headed by Mr. Edwin Amoako, and the Ministry of Finance’s World Bank Desk, led by David Klottey Collison and Margaret-Ann Wilson.
The primary goal of the MTR was to evaluate the implementation of GDAP, pinpoint any challenges hindering its advancement, and refine its focus on initiatives with the most significant developmental impact.
Review sessions covered the project’s core components – digital inclusion and safety, the modernization of digital government services, and the digital transformation of strategic sectors. Safeguards compliance, procurement efficiency, and financial management were also thoroughly examined, alongside alignment with Ghana’s broader digital transformation objectives.
A key moment during the mission was a meeting with the Minister for Communications, Digital Technology and Innovation, Hon. Sam Nartey George. He outlined the government’s renewed priorities, which include bolstering AI competitiveness, creating more digital jobs, strengthening cybersecurity, improving digital public services, expanding last-mile connectivity, upgrading data centres, establishing data exchange hubs, and accelerating citizen-focused digital service delivery.
“We are committed to deepening our collaboration with the World Bank to ensure GDAP continues to be a catalyst for Ghana’s digital transformation,” Hon. Sam George stated.
Following the review, the World Bank and government teams have agreed on a roadmap to streamline processes, expedite procurement, and prioritize interventions that are both achievable within the project’s timeframe and capable of delivering substantial results.
The MoCDTI expressed its gratitude to the World Bank team and all implementing agencies for their ongoing partnership and dedication to Ghana’s digital development.
