Roads Ministry Reforms Aim to Improve Bitumen Quality

The Ministry of Roads and Highways has unveiled a series of measures to tackle the use of substandard bitumen in Ghana’s road construction projects.

Speaking at a stakeholder engagement earlier today, Roads and Highways Minister, Kwame Agbodza, emphasized the government’s dedication to quality. “Government is committed to ensuring that only high-quality bitumen is used in the country’s road sector, particularly for the ‘Big Push’ projects,” he stated.

Mr. Agbodza further explained that the reforms are designed to create a more durable and cost-effective road network. “We are determined to establish a clear policy direction and a robust regulatory framework that guarantees durable and cost-effective road infrastructure,” he added.

The new measures include strengthening existing regulations, implementing a licensing system for bitumen suppliers, updating technical specifications for road construction, and ensuring complete traceability of bitumen from its origin to the construction site.

To oversee the implementation of these changes, a technical working committee has been established. This committee will be responsible for monitoring bitumen quality nationwide and providing evidence-based recommendations for improved regulation and accreditation.

According to the Minister, the ultimate goal is to guarantee the use of quality bitumen across the country, especially within the ‘Big Push’ initiative, while also fostering a sustainable supply chain and increasing transparency in procurement processes. He also noted the importance of aligning Ghana’s standards with international best practices.

Stakeholders present at the meeting expressed their support for the intervention, but also highlighted existing challenges. These included insufficient regulation of bitumen imports, the proliferation of black-market activities, and inconsistencies in product quality among different suppliers.

The Ministry hopes these reforms will address these concerns and lead to a significant improvement in the quality and longevity of Ghana’s roads.
