NATO Condemns Russian Recklessness After Drone Hits Romanian Residential Block

A Russian drone struck a block of flats in the eastern Romanian town of Galați on Friday, injuring two people and igniting a fire that forced the evacuation of approximately 70 residents — the first time Romanian citizens have been physically harmed by stray munitions from the war raging across its border with Ukraine.

The incident drew swift and forceful condemnation from NATO and the European Union. NATO Secretary General Mark Rutte declared that “Russia’s reckless behaviour is a danger to us all,” while European Commission President Ursula von der Leyen wrote on social media that Moscow’s “war of aggression has crossed yet another line.”

Romania’s emergency situations authority confirmed that the drone’s entire explosive payload detonated upon impact, causing a fire on the 10th floor of the residential building. Two people sustained abrasions and were transported to the Galați County Emergency Clinical Hospital. The drone was identified as a Geran 2 — the Russian designation for the Iranian-designed Shahed 136.

Romania’s defence ministry said two F-16 fighter jets were scrambled after the drones were detected, but the military had only four minutes from detection to impact. Brigadier General Gheorghe Maxim highlighted the operational constraints facing Romanian forces: “Ukraine is at war, but Romania is at peace. We cannot launch a projectile into Ukrainian airspace.”

The military sought to reassure the public that the strike was not a deliberate attack on Romanian territory but rather “a conflict at our border, with consequences for the local population.” Still, the political response was uncompromising. Romanian President NicuÈ™or Dan convened an emergency meeting of the Supreme Defence Council, describing the strike as “the most serious incident to have affected Romanian territory since the start of Russia’s war of aggression against Ukraine.”

Bucharest summoned the Russian ambassador, announced the expulsion of the Russian consul in the Black Sea port of ConstanÈ›a, and declared the consulate would be shut down. Moscow’s response was swift: defence ministry spokeswoman Maria Zakharova said Russia “won’t take long” to respond, while President Vladimir Putin was informed of the incident, according to spokesman Dmitry Peskov.

Romania’s foreign ministry said it had “requested measures to accelerate the transfer of anti-drone capabilities to Romania” from NATO. Rutte responded that the alliance “stands ready to defend every inch of allied territory” and pledged to “continue to enhance our readiness to deter and defend against any threat, including from drones.”

UK Prime Minister Keir Starmer called the drone hit a “serious violation” of NATO airspace, while Ukrainian Foreign Minister Andriy Sybiha said the incident “proved once again that Russian aggression poses a real threat to the Black Sea region and the entire Europe.”

The Galați area, situated near the Danube River and the Ukrainian ports of Reni and Izmail, has long been identified as a difficult-to-defend zone. Romania’s defence ministry reports that drone fragments have been found on Romanian territory on 47 separate occasions since the war began, 12 of them in 2026 alone. Last month, fragments landed on the outskirts of Galați, though no one was injured at the time.

The incident marks a significant escalation in the spillover effects of the Russia-Ukraine conflict into NATO member states. Poland experienced similar incursions last year, including a drone strike on a field near the village of Osiny and the shooting down of two suspected Russian drones, prompting Warsaw to invoke Article 4 of the NATO Treaty for urgent consultations. Friday’s strike, however, is the first to cause civilian casualties on alliance soil, raising the political and military stakes for all parties involved.
