Ghana’s drive towards a robust digital economy has received a significant boost following a successful mid-term review of the Ghana Digital Acceleration Project (GDAP) by the World Bank.
The review mission, held from December 1st to 9th, 2025, brought together officials from the World Bank, the Ministry of Communications and Digitalisation (MoCDTI), the GDAP Project Coordinating Unit (PCU), and the Ministry of Finance.
Led by World Bank Task Team Leader Stephen Davenport, with support from Natalija Gelvanovska-Garcia, the delegation engaged with government teams to assess GDAP’s progress and refine its implementation strategy.
Mr. Edwin Amoako, GDAP PCU Coordinator, and Mr. David Collison and Margaret Ann Wilson, heading the Ministry of Finance’s World Bank Desk, coordinated the government’s participation in the review.
Over nine days, the mission meticulously examined all aspects of GDAP, including initiatives focused on digital inclusion, the improvement of digital government services, and the digital transformation of key sectors of the economy.
Project safeguards, procurement processes, and financial management were also thoroughly reviewed to ensure accountability and efficient delivery, according to officials involved.
A key highlight of the mission was a meeting with the Minister for Communications and Digitalisation, Hon. Sam George, where he outlined the government’s vision for the future.
“We must ensure Ghana remains competitive in the global Artificial Intelligence landscape, expand opportunities for digital jobs, and speed up the delivery of modernised public services to our citizens,” Hon. George stated.
The review culminated in a roadmap designed to concentrate efforts on high-impact activities, streamline procurement procedures, improve implementation efficiency, and align GDAP with Ghana’s broader national digital transformation strategy.
The Ministry of Communications and Digitalisation expressed its gratitude to the World Bank and all stakeholders for their continued support, reaffirming its commitment to building a digital ecosystem that empowers Ghanaians and fosters economic growth.
