Policy Gaps Stall EV Growth, Koranteng Urges National Plan

Mining and investment consultant Edward Nana Yaw Koranteng, former MIIF chief executive, urged the Ghanaian government to adopt a single, consolidated electric‑vehicle (EV) policy to fast‑track the nation’s shift to sustainable mobility.

Speaking at the ERA E‑Mobility Conference in Accra on 9 November 2024, Koranteng warned that fragmented responsibilities among GRIDCo, ECG, the Ministry of Transport and various investment agencies are hampering EV uptake.

“Without a harmonised electricity‑pricing framework, clear charging‑infrastructure standards and a coherent transport‑electrification roadmap, our policy interventions lose their demand‑side effect,” he said.

He outlined four pillars for a unified policy: a stable electricity‑pricing structure, national charging‑station specifications, an integrated electrification roadmap and aligned industrial incentives for manufacturers and fleet operators.

Drawing on Norway’s experience, Koranteng noted that a deliberate, consolidated approach “creates certainty for investors, sparks domestic demand and accelerates the growth of an integrated EV ecosystem.”

The consultant also called for cutting the current 52 percent EV import tariff to 15 percent and granting duty exemptions on battery components, alongside preferential procurement for electric public‑transport fleets.

According to him, such harmonisation would allow Ghana to build on the existing auto‑development policy and newly announced EV industrial zones, securing long‑term economic and technological gains from the global shift toward electrified transport.

Conference participants broadly endorsed the call, emphasizing that a unified national EV policy is essential for turning Ghana’s mineral and industrial potential into jobs, growth and leadership in Africa’s sustainable mobility landscape.

Stakeholders are expected to convene a policy task‑force within the next quarter to draft the consolidated framework and present it to the Ministry of Transport for cabinet approval.
