Oleh Hryhorov, the Sumy regional head, described the attack as “inhumane,” highlighting the devastating impact on the civilian population. Zelensky noted, “as on any day of this war, there was an opportunity to cease fire. Ukraine has been offering this for a long time.”

The Ukrainian government suggested direct talks between President Zelensky and President Putin as the next logical step. Russia stated that it had “taken notice” of the request, although concrete actions toward a ceasefire remain elusive.

The US believes progress requires face-to-face talks. Former President Trump stated that “nothing’s going to happen until Putin and I get together”, reflecting a viewpoint that direct engagement at the highest levels is necessary to break the impasse.

The attack and ongoing tensions are part of a broader conflict that began with Russia’s full-scale invasion of Ukraine in February 2022. More recently, Ukraine launched offensives into Russia’s Kursk region in August, while Russia has intensified cross-border attacks. Earlier in the week, separate Russian drone strikes killed three and injured nine others in the Sumy region. In response, Ukrainian drones reportedly struck an ammunition depot in Crimea. Reuters reported that the strike caused the detonation of warehouses where military equipment, weapons and fuel was stored.
