The Tema Oil Refinery (TOR) has roared back to life under the leadership of Managing Director Edmond Kombat, ending nearly a decade of inactivity and signaling a potential turning point for Ghana’s energy independence.
For years, the refinery’s towering stacks stood as a stark reminder of dwindling national ambition. However, the rhythmic hum of distillation has now replaced the silence, marking a significant shift from a symbol of decline to a beacon of recovery.
Taking office in early 2025, Mr. Kombat inherited a refinery plagued by a crisis of confidence. Many questioned TOR’s viability, suggesting it serve merely as storage for foreign entities. He responded with the decisive execution of the 2025 Turnaround Maintenance, prioritizing the expertise of Ghanaian engineers over foreign consultants.
This approach proved successful, with TOR returning to full operations by October. “To restart TOR is not merely to fix a machine; it is to restore a nation’s right to add value to its own resources,” a source close to the refinery stated.
Beyond the technical revival, Mr. Kombat has focused on fiscal responsibility. A strategic take-or-pay storage agreement with the Sentuo Oil Refinery has generated a substantial GH₵1 million in monthly revenue. This ensures the refinery’s assets contribute directly to the national economy.
Internally Generated Funds have tripled, and the first comprehensive audit since 2019 has been initiated, bringing much-needed transparency to the refinery’s operations. “Transparency is the only currency that buys lasting investor confidence,” Mr. Kombat reportedly emphasized.
The revival of TOR is also expected to significantly bolster the Cedi. Refining crude oil domestically saves an estimated GH₵400 million per month in foreign exchange. By reducing reliance on imported refined products, the refinery aims to stabilize Ghana’s currency.
Analysts suggest that reducing the outflow of dollars for fuel imports will provide crucial support to the Cedi. “If we stop exporting our dollars to buy what we can produce at home, our currency will finally find its footing,” explained Policy Consultant Raymond Ablorh.
The turnaround at TOR represents more than just economic recovery; it’s a restoration of national pride. Under Mr. Kombat’s leadership, the refinery has reclaimed its central role in Ghana’s energy sector, signaling a new era of industrial growth.
