Tema Oil Refinery MD Edmond Kombat Honoured for Public Sector Leadership at Ghana CEOs Summit

Lawyer Edmond Kombat, the Managing Director of the Tema Oil Refinery, has been recognised for his transformative leadership of the state-owned facility at the 10th Ghana CEOs Summit, held at the Kempinski Hotel in Accra.

The award, presented by the Ghana CEOs Network in partnership with the University of Ghana, PwC, Ernst & Young, Deloitte, the Ghana Investment Promotion Centre, Margins Group, Media General, and the Multimedia Group, cited Kombat’s exceptional leadership, strategic vision, and unwavering commitment to advancing operational excellence and transformation at TOR in support of Ghana’s petroleum and energy sector.

President John Dramani Mahama attended the event as Special Guest of Honour and delivered the keynote address, lending the ceremony an air of state-level significance that underscored the importance of the refinery to Ghana’s energy security.

The recognition comes on the heels of a significant operational milestone for the refinery. TOR recently took delivery of approximately one million barrels of Bonga crude oil aboard the MT Cap Felix in Tema. The shipment, purchased from Shell and supplied through TOR’s tolling partner, Fujairah/Triangle Commodities Trading, forms part of broader efforts to revitalise the refinery’s operations and ensure a steady supply of petroleum products to the Ghanaian market.

Kombat, a lawyer and serial private entrepreneur with extensive interests in the energy and agribusiness sectors, assumed office approximately a year ago. He holds a Master of Public Administration from the Harvard Kennedy School as an Edward S. Mason Fellow, a Bachelor of Laws from the Ghana Institute of Management and Public Administration, and a degree in Political Science with First Class Honours from the University of Ghana. He is a member of the Ghana Bar and a licensed stock analyst with the Ghana Stock Exchange.

His appointment and subsequent recognition reflect a broader push to professionalise the management of Ghana’s state-owned enterprises, many of which have historically struggled with inefficiency and underinvestment. TOR, once the backbone of Ghana’s downstream petroleum sector, had for years been dogged by operational challenges that left it operating well below capacity.

The refinery’s apparent turnaround under Kombat’s leadership will be watched closely, not only as a test of whether professional management can revive struggling state assets, but also as a barometer of Ghana’s commitment to energy self-sufficiency.
