This initiative, as detailed in a recent press release from the Ministry of Lands and Natural Resources, aims to modernize the existing framework, aligning it with contemporary global trends, current economic priorities, and valuable lessons gleaned from over a decade of practical implementation. The review encompasses a thorough examination of the 2014 Minerals and Mining Policy, as well as the Minerals and Mining Act, 2006 (Act 703), seeking to create a more robust and sustainable mineral governance system.

The impetus behind this comprehensive policy review stems from a confluence of factors reshaping the global and local landscapes of the mining sector. Recent developments, including anticipation surrounding the 2024 general elections and the emergence of a fresh policy vision articulated by the National Democratic Congress (NDC), have underscored the need for a re-evaluation of existing strategies. Furthermore, the intensifying global discourse on climate change and the imperative for a transition to clean energy sources have placed unprecedented demands on the mining industry, necessitating policy updates to address these evolving challenges. The growing recognition of the role of artisanal and small-scale mining in Ghana’s economy also calls for a revised approach.

“Emerging global trends such as climate change and transition minerals, challenges from implementation over the past decade, and the strategic importance of small-scale mining to Ghana’s economy, all demand that we update our approach,” the Ministry of Lands and Natural Resources stated, encapsulating the urgency and breadth of the review.

This policy review represents a strategic shift in positioning Ghana’s mineral sector to capitalize on the escalating demand for green energy technologies while simultaneously championing responsible resource extraction practices. A key focus involves exploring avenues to augment local value creation, ensuring that the benefits of mining activities accrue to Ghanaian communities and businesses.
