The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has sharply criticised Speaker of Parliament Alban Bagbin over what he deems inconsistent and biased handling of the Kpandai parliamentary re-run.
Speaking on Joy Midday News, Mr. Awuah questioned the Speaker’s decision to allow the Clerk of Parliament to notify the Electoral Commission (EC) of a vacancy in the Kpandai Constituency despite a pending motion for a stay of execution in court.
According to the MP, this action contradicts established parliamentary practice, where legal processes are typically allowed to conclude before a seat is declared vacant. “It’s a clear case of a lack of principle. It’s a clear case of institutional contradiction,” he stated.
He further argued that the Speaker’s stance appears motivated by partisanship, describing the situation as “very unfortunate.” Mr. Awuah drew a parallel to the case of Assin North MP James Gyakye Quayson, who was permitted to remain in Parliament while the Supreme Court deliberated on his case.
“The situation is mirroring what happened with Gyakye Quayson. There was a motion for stay of execution pending, and he was allowed to continue. The Speaker should have applied the same standard,” he insisted.
The criticism follows the Parliamentary Service’s official notification to the EC on December 4, 2025, declaring the Kpandai seat vacant after a court order for a re-run of the 2024 parliamentary elections. Ebenezer Ahumah Djietror, the Clerk to Parliament, issued the letter, citing Article 1125 of the 1992 Constitution, which mandates notification to the EC upon a parliamentary vacancy.
The MP’s comments raise concerns about the impartiality of the Speaker and the potential for political interference in parliamentary procedures.
