GRA Clarifies Duty Payment Rules After Extortion Claim at KIA

The Ghana Revenue Authority (GRA) has refuted allegations of extortion levelled against its officers at Kotoka International Airport (KIA). The claims, which circulated on social media, suggested that a traveller was forced to pay GH¢12,690.63 in an improper manner.

In a statement released on Thursday, December 11, the GRA described the allegations as “inaccurate” and not reflective of the events that transpired.

According to the Authority, the traveller arrived at KIA on December 5 with 18 mobile phones and a quantity of accessories. These items exceeded the allowable personal concessions outlined in the Exemptions Act, 2022 (Act 1083), classifying them as dutiable goods.

The GRA explained that a Bill of Entry was duly issued, and the appropriate duty was processed and paid through the official Customs platform, ICUMS. A receipt was subsequently provided to the traveller as proof of payment.

“No officer demanded or collected any unofficial payments, nor was the traveller detained or his goods seized,” the statement affirmed. The Authority emphasized that Customs officers adhered to standard procedures for travellers arriving with goods in commercial quantities.

While acknowledging the traveller’s dissatisfaction, the GRA encouraged the public to declare all dutiable items upon arrival and to seek clarification from Customs officers if needed.

The Authority reiterated its commitment to providing transparent and efficient service delivery at all ports of entry, urging citizens to “know our taxes, pay our taxes and help build Ghana.”
