The Accra High Court has granted a GH₵50 million bail to former Commissioner-General of the Ghana Revenue Authority (GRA), Rev. Dr. Ammishaddai Owusu-Amoah, and four others. The bail conditions include two justified sureties.
Also granted bail were Emmanuel Kofi Nti, Isaac Crentsil, Evans Adusei, and Strategic Mobilisation Ghana Limited. They are all facing charges alongside former Finance Minister Ken Ofori-Atta and his Chief of Staff, Ernest Akore.
The charges stem from allegations of influencing a procurement process for unfair advantage, causing financial loss to the state, and utilizing public office for personal profit. Prosecutors claim the accused improperly secured contracts for Strategic Mobilisation Ghana Ltd., leading to losses exceeding GH₵1.4 billion.
As part of the bail terms, all accused persons are required to deposit their passports and travel documents with the court registry. They must also report to the Office of the Special Prosecutor (OSP) weekly.
Due to the late hour of the court’s sitting, the bail terms will take effect on Monday, December 15, 2025, when the accused return to finalize the procedures. Until then, they remain on their existing OSP bail.
The court has directed all affected individuals to report to the OSP this Friday, December 12, to begin fulfilling the bail requirements. Further payments amounting to billions of dollars were reportedly halted by state intervention.
The case has been adjourned to December 17, 2025, to allow Member of Parliament for Jaman South, Kwadwo Damoah, to appear and enter his plea. The court declined a request from the prosecution for a bench warrant, citing parliamentary immunity enjoyed by Mr. Damoah at the time the summons was served, as Parliament was in session.
