Germany has formally accused Russia of orchestrating a cyber-attack targeting its air traffic control system and attempting to meddle in its recent federal elections. The German Foreign Ministry announced it has summoned the Russian ambassador to protest these actions.
A ministry spokesperson stated that Russian military intelligence, specifically the GRU, was responsible for the cyber-attack which occurred in August 2024. The attack reportedly aimed to disrupt German airspace operations.
Beyond the cyber-attack, Germany alleges Russia actively sought to destabilize the country’s federal election held in February. This interference allegedly involved a disinformation campaign known as ‘Storm 1516’.
“Our intelligence findings prove that the Russian military intelligence service GRU bears responsibility for this attack,” the spokesperson said. He further indicated that Germany is coordinating with its European partners to implement counter-measures to hold Russia accountable for what it terms ‘hybrid actions’.
The disinformation campaign, according to the ministry, deliberately targeted key political figures, including Robert Habeck, a leading Green Party candidate, and Friedrich Merz, the current Chancellor and previously lead candidate for the CDU.
German security agencies reportedly uncovered fake videos circulating just days before the election which falsely claimed ballot manipulation. These videos were part of the larger Russian effort to erode public trust in the democratic process.
As of now, there has been no official response from the Russian government regarding these accusations. The German government is expected to provide further details on the planned counter-measures in the coming days.
