"If the programme is implemented effectively," he stated, "it can help eliminate the unfortunate trend where Ghanaian contractors bypass unemployed local youth in favour of Togolese artisans." This statement underscores the urgency of addressing unemployment among Ghanaian youth and harnessing local talent to drive economic growth. The reliance on foreign labor, particularly from neighboring Togo, has long been a point of concern, and the NAP offers a tangible solution to empower local artisans and reduce this dependence.

The National Apprenticeship Programme, launched by H.E. John Dramani Mahama, is an ambitious undertaking aimed at equipping thousands of young Ghanaians with practical, employable skills. The launch event, held at the University for Development Studies (UDS) in Tamale, signaled the government’s commitment to investing in the future of its youth.

The program is backed by a substantial GH¢300 million allocation in the 2025 national budget, demonstrating the government’s commitment. This funding covers full training costs and provides monthly stipends for participants, ensuring that financial constraints do not hinder access to quality training. Crucially, the NAP is designed to be accessible across all 261 districts in Ghana, ensuring that opportunities are available to young people regardless of their location.

According to the ABCECG, "Some aspects of construction are more efficient at night when the weather is cooler and traffic is lighter. With the right support, many contractors will adopt night shifts. The 24-hour economy is essentially a contractor’s policy, and it must be pursued with urgency."

Furthermore, the apprenticeship program is seen as a vital pipeline for skilled labor to support low-cost housing projects across the country. The ABCECG has called for the construction of low-cost housing in every municipality and district, recognizing the urgent need for affordable housing solutions. "Low-cost housing must be available in every municipality," the association stated. "The apprenticeship programme will supply the qualified workforce needed to support this. In the medium to long term, government must aim to build low-cost housing in every district."

Uncapping GETFund and Support for President Mahama

The ABCECG has welcomed the government’s decision to uncap the Ghana Education Trust Fund (GETFund), a move that is expected to unlock critical resources to complete stalled infrastructure projects. This decision is seen as a positive step towards revitalizing the education sector and ensuring that schools and universities have the resources they need to provide quality education.

The association also reaffirmed its confidence in President Mahama’s leadership, pledging its full support for his vision of resetting and developing Ghana. "President Mahama has taken this mission seriously, and we support him fully," the ABCECG declared. "Our Association stands ready to deliver results because that is what the nation urgently needs."
