Railways CEO: Trains Inactive but Fuel Isn't the Reason

A recent strike by Ghana Railway Company workers has brought renewed attention to the operational challenges plaguing the nation’s railway system. Fuel shortages were initially cited as a primary cause of disruption, specifically affecting train operations on the crucial Tema–Impakadan line. However, Dr. Frederick Appoh, CEO of the Ghana Railways Development Authority, has stepped forward to clarify the true reasons behind the railway’s current struggles. The challenges facing the Ghana railway system are complex, and the inactivity on the Tema–Impakadan railway line stems not from a lack of fuel, but from deeper infrastructural issues, according to Dr. Frederick Appoh. A recent track inspection revealed a host of problems, highlighting the urgent need for comprehensive repairs and upgrades to the existing railway infrastructure.

“The fact that the trains are not working has nothing to do with fuel shortages,” Dr. Appoh stated emphatically during an appearance on The Pulse show on May 14. This statement directly addresses and refutes the claims that fuel scarcity is the root of the problem, setting the stage for a more accurate understanding of the railway’s operational difficulties.

According to Dr. Appoh, both trains operating on the Tema–Impakadan route are in excellent working order and fully prepared to resume service. “Tema–Impakadan remains one of the key infrastructure assets of the country,” Dr. Appoh explained. “The two trains are operable, in good condition, and ready to go.” This assessment underscores that the physical condition of the trains is not a contributing factor to the current suspension of services.

A thorough track inspection conducted on March 15 revealed significant problems along the Ghana railway corridor, painting a concerning picture of the current state of the railway infrastructure. Instead of fuel shortages, the primary impediments to railway operations are extensive infrastructure decay and pervasive vandalism.

“We encountered a lot of issues,” Dr. Appoh noted, detailing the findings of the track inspection. The inspection uncovered a range of serious challenges, including illegal encroachment on the railway corridor, widespread theft of railway materials, and deliberate vandalism targeting critical components of the track. “Buffer stock was almost non-existent — taken off by scrap dealers. Most of the nuts and screws had been illegally removed from the tracks.” These issues collectively contribute to unsafe operating conditions and necessitate immediate and comprehensive repairs.

The Ghana Investment Fund for Electronic Communications (GIFEC) is currently spearheading mitigation efforts to address some of the identified problems. Dr. Appoh stated, “At the moment, I can confidently say that 75% of the ongoing GIFEC mitigation action plan is almost complete.” These efforts represent a significant step forward in restoring the operational integrity of the Tema–Impakadan railway line.

Beyond the infrastructural challenges, the Ghana Railway Company Services (GRCS) is grappling with an ongoing salary crisis, a situation that Dr. Appoh openly acknowledged. The non-payment of salaries for an extended period has understandably led to significant unrest among the railway workers. “The issue of non-payment of salaries over seven months is deeply concerning, and we acknowledge the genuine hardship this has caused GRCS staff,” Dr. Appoh stated, recognizing the severity of the situation.

The Ministry of Transport, led by Joseph Bukari Nikpe, is actively involved in addressing the salary crisis. Dr. Appoh affirmed, “I’m very much aware of the steps being taken by the Minister to address this issue.” These efforts signal a concerted attempt by the government to resolve the financial difficulties faced by the GRCS staff and to restore stability within the railway workforce.

In summary, the inactivity of the Tema–Impakadan railway line is primarily attributable to significant Ghana railway infrastructure challenges, including encroachment, theft, and vandalism, rather than fuel shortages. Dr. Appoh’s clarification underscores the importance of addressing these underlying issues to restore reliable railway services. Efforts are underway to address the Tema–Impakadan line repairs, as well as resolve the salary crisis affecting Ghana Railway Company Services employees. The government remains committed to revitalizing the railway sector and ensuring its long-term viability, but it is clear that a sustained and multifaceted approach is required to overcome the existing obstacles.
